I observe with interest that we have put to Jamaica the actual expedient suggested by Mr. Marshall in the penultimate paragraph of No.13 hereon, and that Jamaica seem to regard this expedient as not by any means out of the question. This being so, it is at least possible that Hong Kong, particularly in view of the considerations adduced in Mr. Kelvin- Stark's minute on 18/11/48, may also be willing to adopt the solution which Mr. Marshall suggests. In these circumstances, I think we have no alternative but to go to Hong Kong in the first instance and put to them Mr. Marshall's suggestion as well as Mr. Kelvin-Stark's own suggestion at 'A' of his minute. I think we ma well do so by telegram, and if the reply is a lemon, then we shall be in a still stronger position to attack the Treasury on the whole issue either in respect of Hong Kong alone or of all territories concerned.
